	POLICE STATION: New, 45,000-sq-ft police station on the city-owned public works site on South Street to provide adequate, modern space and technology for police officers to conduct operations safely and efficiently. Options could include an indoor firing range to boost training and indoor parking for all vehicles. (Estimated Cost: $45.3 million to $58.9 million)
	CITY HALL & OLD LIBRARY REDEVELOPMENT: Renovation of City Hall and partial demolition of the vacant library building to retain only the original section and maintain historic exteriors, with a 15,000-sq-ft addition to connect the buildings and create a civic center that provides larger, accessible spaces for residents and city employees to conduct city services. Options could include a lower-level addition and interior buildout. (Estimated Cost: $33.4 million to $37.4 million)
	FIRE STATION #2 (WEST): New 20,000-sq-ft fire station located on city-owned property near the existing site to provide adequate space for vehicles and staff, improve safety and response times, and provide gender-appropriate locker rooms and living quarters for male and female firefighters. Options could include a fourth apparatus bay and additional training facilities. (Estimated Cost: $18.8 million to $20.8 million)
	PUBLIC WORKS: Site improvements and renovations to make the public works facilities safer, more functional, and more efficient including new mechanicals to replace systems at the end of their useful lives. Options could include additional renovations, covered storage, and improvements to the salt storage facility. (Estimated Cost: $20.6 million to $37 million)
	FIRE STATION #1 (EAST): Maintenance and upgrades to mechanical systems at the end of their useful lives. Options include renovations to provide gender-appropriate living quarters for male and female firefighters and an addition to providing meeting and training space. (Estimated Cost: $7.9 million to $14.8 million)

(Estimated Cost: Up to $23.6 million)
	SAFETY & SECURITY: Safer and more secure facilities for employees and residents through investments in life safety improvements, storm shelters, and proper facilities for first responders. (Estimated Cost: Up to $26.6 million)
	SUSTAINABILITY: Investments in renewable energy such as solar roof panels, electric vehicle charging stations, and geothermal heating and cooling systems to sustainably power the city’s facilities in an environmentally friendly way. (Estimated Cost: Up to $1.5 million)
	SPACE: Additional and larger spaces in city facilities to give employees the space they need to serve residents, allow for more collaborative and programmatic opportunities for employees and residents, and ensure enough space for the public to attend city meetings and functions. (Estimated Cost: Up to $35.7 million)
	HISTORICAL PRESERVATION: Preservation of historic portions of the exterior of downtown city buildings to maintain Geneva’s historic, small-town feel. (Estimated Cost: Up to $2.8 million)
	ACCESSIBILITY: More accessible city buildings to increase ADA compliance, improve safety, and ensure all residents can participate in city government. (Estimated Cost: Up to $3.7 million)
	CITY STAFF: Adequate working conditions for the city’s professionals through improved facilities, resources, technology, training, and collaboration space, which will improve their ability to serve residents and increase the city’s ability to recruit and retain talented employees. (Estimated Cost: Up to $25.5 million)
	ENERGY EFFICIENCY: Updated city infrastructure and mechanicals to improve energy efficiency, reduce maintenance and annual operating costs, and save taxpayer money. (Estimated Cost: Up to $11.3 million)
	TECHNOLOGY: Improved technology to support city services, including necessary technology for staff and first responders, more useful training and meeting rooms, more reliable and secure city communications hub, and adequate emergency generators to allow city operations to continue during power loss. (Estimated Cost: Up to $11.1 million)
	PARKING: Improved parking lots and spaces at city facilities to provide for safer flow of traffic and more parking opportunities for residents. (Estimated Cost: Up to $22 million)

HOME RULE AUTHORITY: Municipalities with under 25,000 population need voter approval to gain home rule status, which gives local governments authority to address local issues without state authorization including protecting the public health, safety, morals and welfare, as well as the ability to license, tax and incur debt.

Considerations:
• Bonds for the projects discussed in this survey could be issued as needed instead of all at once, saving taxpayers a significant amount in interest costs.
• New revenue streams could be created, like business licensing, impact fees on development, and fee recovery, resulting in less reliance on property taxes.
• The city would have broader powers to promote and control economic development.
